In 2014, Governor Rick Scott signed the Compassionate Medical Cannabis Act, allowing licensed doctors to order low-THC cannabis products for qualified patients diagnosed with cancer, epilepsy, chronic seizures, or muscle spasms. The Compassionate Use Registry, an online database of licensed doctors and registered patients, was established by the Florida Department of Health. In March, 2016, the Florida Legislature passed State Bill 307, expanding access to full-strength medical cannabis for people suffering from a terminal illness who were determined by two doctors to have less than a year to live.
FL Amendment 2
Allows medical use of marijuana for individuals with debilitating medical conditions as determined by a doctor.
Florida Amendment 2 & Medical Cannabis Legislation
In November of 2016, Florida voters passed Amendment 2, legalizing the use of full-strength medicinal cannabis. Florida Amendment 2 requires the Florida Department of Health to establish rules for the production, ordering, and sales of medical marijuana by July 3, 2017, and to implement those rules by October, 2017. This includes issuing medical marijuana ID cards to qualified patients, and registering physicians who are licensed to prescribe medical marijuana.
The Florida Department of Health must also set standards for growers and producers of medical marijuana products. Only six organizations are licensed to grow and distribute medical marijuana in Florida. Medical marijuana is only available as extracted oil and tinctures; smoking, vaping, and edibles are not allowed.
